Reporting to the Deputy Minister of Community and Government Services, the Director, Human Resources (Director) is responsible for the overall development, implementation, monitoring and evaluation of human resources management activities for the Department. This position is the recognized authority and expert in the Government of Nunavut’s (GN) human resources policies, legislation, protocols and procedures. The Director is responsible for providing human resources advice to the Deputy Minister and the rest of the Senior Management Team. This position provides leadership in the planning, development, implementation, administration and coordination of all departmental human resource activities and leads a team of Human Resources professionals within the Department. The Director works closely with the Department of Human Resources in the area of recruitment, job evaluation, compensation and benefits and employee relations.

The Director provides expert advice, guidance, and support to managers on performance management, progressive discipline, learning plans, corrective action, including and up to dismissal. The Human Resources division will also help facilitate and/or mediate issues between employees when needed. This position ensures leave management is properly administered for all employees of Department of Community and Government Services and conducts periodic audits internally to ensure compliance with leave management policies, collective agreements and senior and excluded handbooks. The Director prepares briefing notes, business cases and other information documents for management use and decision making by the Assistant Deputy Minister’s, Deputy Minister and the executive management team. The Director will provide leadership, overall direction and coordination to a multi-disciplinary division team.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in a Human Resources Management field combined with at least six (6) years of related work experience. Four (4) years of progressive managerial experience is required. The incumbent must have financial experience to effectively monitor and project budget expenditures.

A professional designation as a Certified Human Resource Professional would be an asset. This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in two or more of the official languages of Nunavut would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
