A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

This position is a full-time role that offers part-time telework flexibility in the Richland, Washington project office. Upon initial hire and onboarding, the position will require full time presence in the Richland, Washington project office, then may offer part-time telework flexibility.

This position works a 9/80 schedule, offering every other Friday off.

Position Description:

Provides principal support to the project in the administration of the government property control program. Responsible for implementing or administering all property management functions. Responsible for the quality and accuracy of the property management records database. Coordinates with and supervises designated staff on operational activities affecting contractual obligations, subcontract property administration.

Responsibilities:

  • Provides operational supervision as well as technical and functional guidance to Government Property Control Specialist(s) and other government property control personnel as assigned. A
  • Assists managers and administrators in completion of various tasks required by the Government Property Management Procedures; compliance with applicable regulatory requirements and property records management systems. Interfaces with property custodians to facilitate implementation of procedures and to monitor compliance with prime contract obligations, as assigned.
  • Implements government property processes such as property control, inventories, training, employee orientation, and disposal processes.
  • Maintains property record databases for uniquely identified property, subcontractor property, excess property and disposed property.
  • Prepares various property reports upon request such as government inventory and government property status.
  • Prepares trend analyses.
  • Participates in government property related meetings and organizes materials for the preparation of meetings, presentations, and training sessions.
  • Contributes to the development and delivery of ongoing training concerning property management.
  • Conducts investigations and inquiries into government property management issues. This could be for the loss, damage, or destruction of government property or vehicle accident reviews. Coordinates with other functional departments as necessary.
  • Prepares or assists in the preparation of periodic status reports such as locations, property value and utilization status.
  • Leads, and participates in self-assessment activities, including ensuring planned self-assessment activities take place, collecting, summarizing, and reporting on information gathered during the self-assessment reviews.

Qualifications and Skills

Basic Qualifications:

Bachelor’s Degree in Business Administration or Supply Chain Management in addition to 9 years or more of progressive, relevant work experience. In lieu of a degree, 15 years of progressive, relevant work experience including but not limited to general procurement, material management, contracts administration, and supply chain management preferably in construction and/or operations environment. * Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Candidates must possess the right to work and remain in the US without sponsorship.

Minimum Qualifications:

  • Knowledge of contract types, terms, and legal requirements.
  • Understanding of contract management and the flow-down of applicable clauses and requirements.
  • Excellent written and oral communications skills.
  • Intermediate computer skills in Word, Excel, Access, and PowerPoint.
  • Proficient in organizing tasks for completion by an agreed deadline.
  • Ability to function as part of a multi-discipline project team and to support team goals.

Preferred Qualifications:

  • Knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • National Property Management Association CPPA certification.
  • Understanding of Prime Contracts and supply chain management requirements on complex projects and supply chain operations configuration management.
  • Solid understanding of governmental contracts and the flow-down of applicable clauses and requirements.
  • Prior experience in tracking and control of government property and Government Property Certification from a recognized certifying body.
