Who we are

The Plant Import Operations Branch (PIO) is responsible for facilitating the safe importation of plants and plant products including:

  • live plants for planting
  • seeds for planting and consumption
  • plant-based animal feeds
  • plant-based fertiliser
  • timber and wooden products
  • plant fibre products
  • fruit and vegetables
  • fresh and dried cut flowers and foliage
  • plant-related research material
  • other plant-based products for consumption.

PIO contributes to the ongoing maintenance of Australia’s favourable plant health status and market access interests by:

  • setting plant import biosecurity policy in-line with international and national obligations
  • assessing and issuing import permits for plants and plant products
  • monitoring import pathways and verifying compliance with requirements
  • providing consistent and science-based technical advice to internal and external stakeholders
  • conducting applied research and innovation to ensure efficient and effective practices.

The Propagative and Research Materials Program is responsible for a range of plant materials intended for planting or propagation, including whole plants, bulbs and cuttings, seeds for sowing, as well as bio-control agents and research materials of plant origin.

The Plant Product Imports Program is responsible for a range of processed plant products including plant-based animal feeds, seeds and grains for consumption and timber.

The Plant Imports Reform Team is responsible for enhancing plant import operational policies and activities and driving reform to deliver on Biosecurity 2030 priorities. The team is building branch capacity to enhance our people, processes, and systems to be future ready.

The Biosecurity Assurance Program is responsible for providing a range of supporting functions to the operational teams including managing, reviewing and developing training and instructional material for plant import activities, developing support material to strengthen and enhance the regulatory capability of officers, co-ordinating and managing pathway assurance and verification activities, co-ordinating amendments to the biosecurity legislation, and providing data analysis and analytics to support the performance management of import pathways.

The Plant Innovation Centre is a dedicated plant-biosecurity research and development team of scientists based at the national Post Entry Quarantine (PEQ) facility at Mickleham, Victoria. The PEQ facility is a state of the art, world class plant and animal biosecurity centre and includes BC2 and BC3 research and diagnostic laboratories.

The Job

Duties of the positions may include, but are not limited to:

  • managing a small team to achieve results
  • setting effective import conditions for a range of plant products
  • overseeing assessments of import permit applications
  • developing, implementing and continuously reviewing import policies
  • providing sound technical advice to stakeholders on operational biosecurity issues
  • leading audit and verification activities to ensure import conditions are effective
  • representing the department on committees and in engagement with industry and other government agencies
  • assisting in setting strategic priorities for the team to achieve departmental outcomes
  • providing high-level strategic support to the Director and divisional Senior Executive
  • project and program planning, scheduling, tracking and reporting
  • leading the development and implementation of reform projects for the branch
  • ensuring that the biosecurity legislation is fit-for-purpose and supports the branch in managing biosecurity risks
  • developing support material to assist the branch in undertaking its regulatory role
  • managing and developing biosecurity assurance processes and verification activities to verify that the biosecurity management system is effective and working as intended.

Please note that this recruitment process will be used to fill several ongoing vacancies across the branch but may also be used to fill future ongoing and non-ongoing vacancies where the duties are of a similar nature. If an offer of non-ongoing employment is made, the successful applicant would be employed for an initial period of 12 months with the possibility of extension up to a maximum period of 2 years in total. Some of these non-ongoing positions may become ongoing in the next 12 months. Should a position become ongoing then the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may be used to fill the vacancy on an ongoing basis.

Knowledge and experience

  • Previous experience is desirable in one or more of the following areas:

o policy or project work

o an operational or regulatory environment

o agriculture or other plant-related disciplines

o data analytics

o audit and assurance

  • Demonstrated experience in leading and managing staff.
  • An existing understanding or experience related to plant biosecurity and the operational context in which plant biosecurity operates would also be highly desirable for these roles.
