Who we are

The Biosecurity Plant and Science Services Division (BPSSD) safeguards Australia’s plant health status to achieve, maintain and expand overseas markets, while protecting the economy and environment. The division includes four branches, which together focus on providing scientific analysis and technical advice, facilitating the safe importation of plants and plant products, improving systems, market access, capacity building and stakeholder engagement. The division provides diagnostics, with advice on biosecurity risk and measures, and biosecurity training. The division conducts surveillance and response at first points of entry and approved arrangements sites nationally, and delivers plant, animal and aquatic health surveillance in northern Australia. The division works closely with communities and Indigenous rangers and regulates biosecurity risk in Torres Strait.

Science and Surveillance Group (SSG) is comprised of scientists, operations and support staff responsible for regulatory advice and training, technical input to biosecurity policy, regulation activity in Torres Strait and diverse surveillance and diagnostic services around Australia, including animal and plant health surveillance measures under the Northern Australia Quarantine Strategy.

The Indigenous Rangers and Business Management Unit engages Indigenous Rangers on a fee for service basis to undertake biosecurity surveillance activities, whilst building biosecurity capability and providing economic opportunities for Aboriginal and Torres Strait Islander communities across northern Australia. The section also delivers the Business Management Unit which provides corporate and strategic support across the Branch.

The Job

In this role you will use your learning and development and project management background to project manage key First Nations training initiatives. This includes:

  • Coordinating the delivery of the Certificate IV Tropical Biosecurity accredited course to Indigenous Rangers located across northern Australia (include remote locations).
  • Implementing the Indigenous Biosecurity Traineeship program which engages up to 5 trainees within the Department (Cairns, Torres Strait and Darwin) for a 12-18 month traineeship.
  • Assisting in the coordination of the Department’s annual Biosecurity Fundamentals training to Indigenous Rangers.
  • Coordinating and managing external RTOs/trainers for the above initiatives.
  • Ensuring the Department complies with its obligations as course owner of a nationally accredited training course.
  • Supervising the Learning Support Officer.
  • Producing high quality, timely and accurate project plans, correspondence, briefings, minutes and other reports.
  • Establishing and maintaining effective relationships with stakeholders including Indigenous Ranger organisations, RTOs and trainers, NAQS scientists and others.
  • Coordinating general administration support including scheduling and organising face to face training, travel and logistics.

Skills and capabilities

  • Demonstrated capability to coordinate and implement training initiatives to First Nations people in remote areas.
  • High level organisational skills including the ability to set and manage multiple and competing priorities and meet strict deadlines.
  • The ability to analyse information and prepare high quality, timely and accurate project plans, correspondence, briefings, minutes and other reports.
  • Well-developed communication skills including the ability to develop relationships with internal and external stakeholders.
  • Experience supervising staff – this position supervises the APS5 Learning Support Officer
  • Ability to coordinate general administration support including scheduling and organising face to face training, travel and logistics.

Knowledge and experience

  • Experience coordinating, delivering and evaluating training initiatives for First Nations people in remote communities, including coordination and management of external RTOs/trainers.
  • Knowledge of requirements for accredited course owners.
  • Knowledge or an understanding of the contemporary issues and/or protocols affecting Aboriginal and Torres Strait Islander people.
  • Awareness or knowledge of biosecurity and / or environment related concepts would be desirable.

Eligibility and other requirements

Citizenship – To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen.

Security Clearance – This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.

Pre-employment Check – Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
