The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched the Nunavut 3000 Strategy, ( ) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

The Senior Technical Officer – Trades (Officer), works both independently and as a part of a team of technical professionals with extensive specialized training and diverse work experiences to provide design solutions, cost confirmation, project analysis, and/or studies to ensure the lowest capital cost possible for capital projects and operations/maintenance activities. The Officer provides technical and project management advice and guidance to the district project management teams, district maintenance management teams and program departments in the planning, design, construction, operation, and maintenance of buildings. This position provides advice regarding Nunavut Housing Corporation’s (NHC) assets and associated databases. The Officer provides detailed plan reviews in the specified discipline at various stages of the building design, and provides detailed scopes of work and associated construction documents to assist the district offices as needed for all maintenance and capital projects.

The position operates in a complex building environment requiring the ability to solve technical and functional issues, evaluating problems with building components and providing consultative advice that can affect the cost and effectiveness of delivering programs and services. The position must consider multi-dimensional aspects of programs and facilities to include technical, functional, energy management, operation maintenance, fiscal and client issues. The position provides detailed plan review, building evaluation, testing and inspection of existing facilities and those under construction using specialized equipment related to the discipline to provide detailed reports for action and follow-up. The Officer provides support and training to the district offices on inspections of new construction and preparation of scope of work for Modernization and Improvement (M&I) Capital Projects.

The Successful Candidate should possess a recognized trades certificate in a related discipline and 6 years’ experience with housing design and construction, along with 2 years of Project Management experience. Experience working in cold climate construction and knowledge of Auto Cad are considered assets. Acceptable combinations of education and experience may be considered for this position.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in Inuktitut or Inuinnaqtun would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, and experience working in a northern cross-cultural environment are also considered assets.
