Reporting to the Dean, Education, Inuit and University Studies, the Chair, Education Programs is responsible for the planning, direction, management, program delivery, administration, and evaluation of the Nunavut Teacher Education Program (NTEP) and Early Childhood Education Programs (ECE). This includes all community and campus-based education programs and all professional development programs for teachers and education support staff.

The Nunavut Teacher Education Program (NTEP), in partnership with an accredited University, offers a campus and community-based program that prepares Nunavummiut to become classroom teachers in Nunavut schools. The Early Childhood Education Program provides graduates with the credentials to work in the child development field; by improving essential childcare services for working families; and by improving the opportunities for success in school and life for generations of Nunavut children.

Nunavut Arctic College is an arms-length Crown entity of the Government of Nunavut (GN). The President is appointed by the GN and is a Deputy Head Public Service employee.

Within the above context, the Chair works with other senior staff in the planning of all Teacher Education instructional and Early Childhood Education programs. This involves working closely with colleagues from its university partner in administering the Bachelor of Education Program.

Arctic College employs an inclusive or collaborative approach to strategic planning and college wide decision making. This position is a member of the College’s Management Team and shares in the collective decision-making process respecting strategic planning and college wide initiatives. The President retains executive authority to make decisions as appropriate, however, the inclusive management approach requires members of the Management Team to provide input into the strategic decision-making process.

Finally, management positions within the College operate in a highly decentralized organization where subordinate positions are often located in many other communities and/or management positions have functional, technical/professional and/or administrative management responsibilities for employees who do not report to them. This significantly complicates the responsibility to manage/direct human, financial and program resources.

The Chair, Education Programs is a team player, and provides proactive support, direction and management to the Nunavut Teacher Education Program team and the Early Childhood Education Program team; Direct and Manage the Human Resources of the Education Programs; Direct and Manage the Financial Resources assigned to the Education Programs; Supervises 6 staff directly ; Approximately 26 staff in the Education Programs division; Jointly manages a budget allocation of approximately $19.4 Million with second Chair position; Performs other related duties as requested

The knowledge, skills, and abilities required for this job are usually obtained through a recognized bachelor’s degree in Education or Education Administration; Five years of progressive experience working in, and exposure to, in the following areas, but not excluded to, training and/or education programming delivery, early childhood education, curriculum development, instructions, planning, financials and human resources management, and policy and procedure development/implementation; Two years of experience supervising and developing staff in a setting structured within a specialized calendar year (i.e., Educational or industry specific setting).

This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
