Reporting to the Director, Employee Relations and Job Evaluation, the Labour Research Consultant’s (Consultant) role blends knowledge of Human Resources process, analytics and best practices while also specializing in researching comparative practices and trends to assist the Government of Nunavut (GN) during collective bargaining negotiations. The Consultant has practical understanding and experience in key Human Resources process and best practices, provides client focused information, analysis, options and recommendations on the development and/or amendments to government wide Human Resources programs and labour practices. This results in comparisons regarding a competitive level of pay, motivation and reward to public service employees while protecting the financial interests and labour relations climate of the GN.

The Consultant is responsible for results in monitoring best practices and competitive trends in Human Resources, compensation, labour practices, unions and related policies and processes in other jurisdictions (Federal, Territorial, Provincial) and public sector across Canada in order to identify GN’s position in relation to its competitive ability for attracting and retaining a competent northern workforce. This position develops briefing notes, option papers and recommendations for best courses of action for approval by senior management and/or cabinet. The Consultant also designs, tests and operates quantitative and qualitative computer models and databases to analyze and project financial and human resource implications or changes as well as providing quantitative analysis of government statistical data and, as a project leader, provides leadership and advice to team members on its interpretation and implications.

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree from a recognized institution in Business (with an emphasis on statistical and research methodology), Industrial Relations or Human Resource Management (with an emphasis on collective bargaining), Social Sciences (with an emphasis on statistical and research methodology) and three (3) years of directly related experience including experience in word processing, presentation applications, programs for human resource management and financial computer systems. Effective written and verbal communication skills is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

THE HONOURABLE MARGARET NAKASHUK Minister of Human Resources

Margaret Nakashuk was re-elected by acclamation to represent the constituency of Pangnirtung in the 6th Legislative Assembly of Nunavut. Ms. Nakashuk was elected to serve on the Executive Council during the November 17, 2021, proceedings of the Nunavut Leadership Forum. Minister Nakashuk was formally sworn into office on November 19, 2021. She also serves as Minister of Human Resources and Minister of Family Services.
