The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, ( ) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

The Manager, Homeownership Programs reports to the Executive Director, Programs, and is responsible for development, improvement, monitoring and evaluation of the Nunavut Housing Corporation’s Homeownership Programs. These programs provide residents of Nunavut in need of assistance, the support required to buy, build or repair their own homes. This position provides training, advice and guidance to District programs delivery staff. This position also has a key role to ensure the homeownership programs meet the needs of the residents of Nunavut and are delivered and administered in an effective and economical manner.

The successful candidate will be responsible for all the Nunavut Housing Corporations Homeownership Programs across the Territory including the three (3) Districts and who in turn relays processes to the 25 Local Housing Organizations (LHOs). The incumbent must establish priorities in program development, review, and formulation of improvements to program delivery and administration. In addition, the Manager, Homeownership Programs must conduct periodic review of objectives, allowing significant scope for initiative and judgment in evaluating possible courses of action in the development, delivery, and review of programs. This position also undertakes consultations within the Corporation; this includes consultations with Senior Management, Policy, Finance and Technical Divisions.

The knowledge, skills, and abilities required for this job are usually obtained through post-secondary diploma in related fields such as Social Sciences, or Political Science, or Business Administration, or operational experience with a Crown Corporation or Government Department with three (3) years in a housing related field coupled with a minimum of two (2) years’ experience in training and staff development. Note that a written assignment may be administered to assess some of the knowledge, skills and abilities as noted in the attached position description.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross-cultural environment are also considered assets.
