Description of Work

Position currently qualifies for a telework option. Telework options are subject to change at the discretion of management.

The Division of Human Resources provides comprehensive human resources services for all the departmental employees who are located throughout North Carolina.

Position is responsible for the development and delivery of HR compliance, management, leadership, performance management, soft skills and HR skills training for all NC Department of Agriculture and Consumer Services employees. Position will design, develop, and deliver dynamic computer-based training, instructor-led classroom, and virtual training. Position will design and expand the current program with an emphasis on effectiveness, program cost, technology and return on investment.

The role will devise organizational training strategies and implement strategic goals and objectives. Position will:

  • Conduct training needs assessments, analysis, and evaluation to design training that supports the needs and mission of the organization and measure the disparity between current and desired performance skill levels.
  • Identify gaps in existing training curricula and structure to proactively offer solutions and recommend training to create learning experiences that equip employees to excel in their work environments.
  • Create dynamic learning content using various forms of design principles and delivery including instructor-led, classroom based, virtual classroom, web-based, and e-learning
  • Facilitate focus group discussions and teach complex subject matters.
  • Serve as both the Learning Management System and NC Valuing Individual Performance (NCVIP) Administrator.
  • Evaluate the effectiveness of training materials and programs.
  • Work in tandem with another Instructor to back-up all work functions.
  • Participate in updating HR policies.

Administer training policy. Serve as the Agency Training Coordinator regarding OSHR’s Certified Public Managers Program, the Leading at all Levels training and other professional development. Coordinate Continuing Education training requests. Administer the agency’s Academic Assistance Program.

Applicants selected for interviews will be asked to bring a writing sample (preferably a policy that the applicant wrote) and do a 10-to-15-minute presentation on a topic of the applicant’s choice.

Some travel is required, including overnight.

Knowledge, Skills and Abilities / Competencies

  • Experience in writing, teaching/training, and curriculum and course development.
  • Knowledge of human resource management, policy administration, leadership, supervision, and performance management principles.
  • Ability to prioritize workload and consistently meet deadlines with a strong sense of urgency and accountability.
  • Ability to exercise sound judgment in assessing training needs in evaluating training program effectiveness to enhance existing and to develop new learning programs.
  • Demonstrated ability to engage in new technology with ease.

MANAGEMENT PREFERENCES: Preference will be given to individuals with demonstrated experience in curriculum design and expertise in learning technologies (Articulate Storyline, etc.) Experience with Integrated HR/Payroll System, Cornerstone on Demand or other human resources information systems, and knowledge of and experience with North Carolina state government policies would be a plus. Prefer experience as an enterprise-wide LMS Instructor, Lead Administrator, or NCVIP administrator.

Minimum Education and Experience Requirements

You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience or a combination of both.

Bachelor’s degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role; or an equivalent combination of education and experience.
