The Work You Will Do:

This is a Government Operations Consultant III position in Tallahassee, Florida with FloridaCommerce working under the Bureau of Economic Self-Sufficiency within the Division of Community Development.

The Government Operations Consultant III position will assist the Bureau Chief in planning, directing, and implementing the Community Service Block Grant (CSBG), and Low-Income Energy Assistance Program (LIHEAP), Weatherization Assistance Program (WAP), and Low-Income Household Water Assistance Program (LIHWAP) within the Bureau of Economic Self-Sufficiency (BESS).

Pay: $25.00/Hourly

Your Specific Responsibilities:

This position works with the Bureau of Economic Self-Sufficiency to administer and monitor the federally funded Community Service Blaock Grant (CSBG), Low Income Energy Assistance Program (LIHEP), Weatherization Assistance Program (WAP), and the Low- Income Household Water Assistance Program (LIHWAP). Requires the highest level of contract and grant management knowledge skills and abilities. The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements.

This position will assist the Bureau Chief in planning and the Community Program Managers, directing and implementing the CSBG, LIHEAP, WAP, and LIHWAP within the Bureau of Economic Self-Sufficiency (BESS).

Assist Bureau Chief and the Community Program Managers with establishing necessary policies and institute appropriate procedures to effectively and efficiently accomplish the implementation of the CSBG, LIHEAP, WAP, and LIHWAP goals and objectives.

Assist the Bureau Chief and Community Program Managers on matters of coordination, internal and external communication related to CSBG, LIHEAP, WAP, and LIHWAP.

Ensure that all administrative functions in support of CSBG, LIHEAP, WAP, and LIHWAP are completed in an efficient and effective manner.

This position Implements, administers, and monitors assigned programs, including program design, contract issuance, payment review, and grant closeout. Specific duties and responsibilities include:

  • Assists in policy interpretation and implementation of the CSBG, LIHEAP, WAP, and LIHWAP.
  • Assists in preparation of the annual federal application for CSBG, LIHEAP, WAP, and LIHWAP.
  • Facilitate the administration of CSBG, LIHEAP, WAP, and LIHWAP subrecipient agreements including vendor contracts, interagency agreements, data sharing agreements and memoranda of understanding.
  • Review external best practices to ensure a high level of program execution and make recommendations to management if changes are needed.
  • Analyzes and reviews state and federal statutory and regulatory policies as they relate to the CSBG, LIHEAP, WAP, and LIHWAP.
  • Assists in the development of grant related procedures manuals, program descriptions, and policies.
  • Research specific policy issues as requested by the Bureau Chief or assigned Community Program Managers.
  • Recommends policy clarifications and revisions to Bureau Chief or assigned Community Program Managers.
  • Maintain agreement logs in accordance with DEO policy and procedures and to ensure compliance with applicable statutory requirements.
  • Enters data into and generates reports from federal and state mandated tracking systems.
  • Prepares required reports for submission to the U.S. Department of Health and Human Services or other entities as assigned.
  • Provides technical assistance to CSBG, LIHEAP, WAP, and LIHWAP subrecipients.
  • Provides consultative services and technical assistance to subrecipients, contractors/vendors to develop a scope of work, budget, timeline, and deliverables.
  • Reviews subrecipient responses to CSBG, LIHEAP, WAP, and LIHWAP monitoring reports.
  • Participates in CSBG, LIHEAP, WAP, and LIHWAP workshops, including making presentations on relevant topic areas.
  • Develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.
  • Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
  • Create and manage agreements and/or contracts budgets and deliverable schedules.
  • Prepare cost/price analyses to determine all cost are reasonable and allowable.
  • Conducts independent planning and evaluation work related to complex agreements and/or contracts within the Bureau.
  • Develop and process Requests for Proposals (RFPs) and Invitations to negotiate (ITNs), as required.
  • Process and track payments to ensure compliance with state guidelines and contract requirements.
  • Conduct desktop and onsite monitoring on activities and expenditures of CSBG, LIHEAP, WAP, and LIHWAP projects to ensure compliance with state guidelines and contract requirements.
  • Maintain good working relationships and keep in close coordination with partnering agencies.
  • Prepare reports and analyses and make recommendations to team to determine program action.

Required Knowledge, Skills, and Abilities:

  • Ability to acquire knowledge of residential programs and related standards or technical requirements.
  • Ability to work independently and as a member of a team.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
  • Possess excellent verbal and written communication skills with outstanding customer service skills.
  • Ability to compile data from a variety of sources and present it in a logical manner.
  • Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
  • Ability to coordinate and manage activities with other partners
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks
  • Ability to work independently and exercise sound judgment while representing the Departments best interest
  • Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
  • Ability to conduct research and provide reports and analyses as required.
  • Demonstrated ability to understand and apply rules, regulations, policies and procedures
  • Demonstrate public speaking skills
  • Knowledge of compiling data and preparing related reports
  • Knowledge of principles and techniques of effective verbal and written communications
  • Working Knowledge of State, Federal, and/or local government grant and contract management regulations and processes
  • Possess a working knowledge of word processing (Microsoft Word), spreadsheet (Microsoft Excel), and presentations (Microsoft PowerPoint).
